Take a look at the circuit diagram. The RESET input is using the asynchronous inputs (SET/RESET) of the individual D flip-flops.

You can push at all times the RESET pushbutton switch S2, regardless of the clock signal Ckl. As a result you put the entire shift register immediately to "0"
