On the C-MOS IC's, the Boolean logic is preprogrammed in the form of logic gates. Before you can use one of the logic gate, you have to supply the IC's with power.
Put the IC with the deepening on the left side in front of you. Look at the drawings to find the logic gates on the IC's. You also find where the IC's are supplied with power. This is done via pin 7 (0V) and pin 14 (+9 V).
